What type of electrical sander can I use to stain an already stained chair rail?

The chair rail was stained in white wash finish and has approximately 3 coats of water based poly. The chair rail is curved and has detailed work on bottom. I want to refinish it with darker stain. What type of sander can work such small and intricate areas?
