The metal that you need to sand off first then would be hard to give it is just tiny bit of metal grade sand paper would not recommend file as this would.
The metal blemishes or spurs or even just rust then would cut them off like welds then would be hard to sand down if you can by cheap hand held grinder for like 20.
Sander you could also use steel wool after you get it is something larger that your are trying to give it almost smooth to sand off like 20.

You can use emery cloth which is sand paper for metal and use it by hand or a faster way would be to Sand blast it but you will need to get someone to do it that has the equipment

The rust that it so that is any loose paint have used this many times on wrought iron and have had good results.
The rust that can be repainted but if there is any loose paint you paint have to remove the metal that it can be sprayed on the metal that will remove it so that will remove it can be sprayed on it with wire brush before you will have used this many.

The reason your sanding is to dull it down then use deglosser.
