do not remove old artex especially if you don`t know how old it is as some old stuff contained asbestos
Better to have it skimmed with plaster

Did your plasterer recommend you remove it with a belt sander ?
a coat of uni bond , a light coat of bonding , and then a skim coat would save a lot of dusty sanding down

The trouble with artex is its hard as nails to remove. You would need a decent quality sander in order to remove the artex effectively which means spending some money. Plus regardless of the sander you’ll go through the belts very quickly.
As mentioned before some artex contains asbestos and thats something you really don’t want to be messing with.
I’d suggest just plastering straight over your artex instead of removing it. A half decent plasterer will have no trouble with this.

For plasterer to skim the walls and as for plasterer to sand it off youll pay for the dust have you would pay more for covering up woodchip.
